Given the political importance of decisions to grant such authorisations, the power to adopt such authorisations by means of enforcement should be delegated to the Council, on the Commission`s proposal. 5. Before the signing of the bilateral agreement, the Member State concerned notifies the Commission of the conclusion of the negotiations and sends to the Commission the text of the future agreement, which immediately informs the Council.
